120 Km/hr in highway such as Fahaheel Express Highway (Road 30) and Road 40. Speed camera anywhere. Some busy roads are limited to 80 Km/hr.
THE LEGAL SPEED LIMIT FOR THAT STREET OR HIGHWAY.
Depending on the model, the maximum speed varies. For a Zip 100, the maximum speed is 70km/h. So obviously on a street with a lower speed limit, that is the speed to go. Otherwise, it isn't advised to take the scooter on a highway or the like.

You can however most forms of hovercars are not street legal nor probable. I am assuming that by hover car you mean a Hovercraft designed to support 2-4 people and travel over roads. Most "hover" vehicles are not street legal nor do they travel at a speed suitable for street travel. You make your own hovercraft or you can purchase a hovercraft from a variety of sources. However, let me reiterate there are no street-legal drive on the highway hovercrafts out there yet.
On secondary roads, if the speed is not posted, it is generally 55 mph.
It all depends on the type of highway and the speed limit signs.

It is the posted speed.
British people call them motorways, Americans call them highways, but the roads serve essentially the same purpose--high speed travel in rural areas.
Not on a limited access or "high speed" arterial roadway - never. On secondary and rural roads they may be driven only DIRECTLY to and from fields.
