Under the Laws of the Game, the Kickoff is always a ceremonial restart. The whistle must be blown prior to the kickoff at the beginning of each period of play and yes, after every goal scored.

Play is stopped and a goal is not awarded. The restart will depend on the reason the referee blew the whistle.
No goal is scored and the restart is a corner kick for the opposing team.
The instances where an own goal is not awarded in football are: 1. When an opposition commits a foul just before the goal is scored. 2. When the goal is scored after the whistle has been blown.
A goal kick is the restart when the ball exits the field across the goal line, last touched by an attacker, and not between the goal posts and under the cross bar (i.e. a goal was not scored).
An own-goal may not be scored directly from a restart. (Well, maybe a drop ball, but technically it's no longer a restart once it hits the ground.) The goal would not be awarded and the restart would be a corner kick for the opposing team.
The puck should be brought back to center ice. A referee should drop the puck in a standard face off to restart the game.
A goal is awarded when the ball completely exits the field across the goal line, between the goal posts, and under the cross bar, when the ball is in active play. Exceptions: - No own-goal may be scored directly from a restart, except a drop ball. - A goal may not be scored directly from an indirect free kick.

This would never happen, the referee only ends the match when neither team has an attacking advantage, so he would never end the match when a goal could be scored. However if a player lumps the ball up field and the whistle is blown that is the end of the match, if the ball went in, it doesn't matter.
The same way as to start each half: a centrepass which is taken by the team that did not score the goal/was scored against. Every player must be in their own half, except for the player making the pass, before the ball is played. The ball can be played in any direction and the rules for a free hit apply. Note that if a goal is scored during a penalty corner which is taken during or after time expires, that half is over and the restart is not done.
According to the international Laws of the Game administered by FIFA, a whistle is not needed to restart from a "free kick, goal kick, corner kick, throw in."
