Russell Arms was used by several makers in the 1890-1915 time period. If yours is a "top break" gun, remove the forearm, then open and remove the barrels, and check the frame under where the barrels close. However, you may not find a serial number. If you mean the serial number- there is none. Rifles and shotguns (like your Mossberg) made prior to the 1968 Gun Control Act were not required to have a serial number. And yes, it is perfectly legal to own a firearm with no serial number. It is highly illegal to REMOVE a serial number, but guns that never had one are a different matter. I have 9 of the older Mossberg .22 rifles- only the one made for the US military has a serial number.

Serial numbers are not normally found on the barrel, since by law the receiver (frame) is the gun- and a barrel is just "parts". By any chance is your 30-06 marked "J C Higgins" or "Ted Williams"? If so, that number is the Sears Roebuck model number. Many of the Sears branded rifles and shotguns do not HAVE a serial number- they were not required by US law until 1968. And yes, it is perfectly legal to own a gun that never had a serial number. REMOVING a serial number is not legal.
I own two Daisy Model 1894 BB Rifles (NOT a 1894 gun) both of them have the registration number on the barrel right in front of the rear sight
