I'm actually unsure. Anjelica Selden (also of UCLA) came really close in 2005. I think she might be? Unfortunately her two WCWS finals wins were never really given as much publicity as Megan Langenfeld kind of overshadowed her. Until she started giving up runs in game 2, she was super dominant (7 strikeouts in 4 innings, I believe).
