Keeping in mind that it is Babe Ruth, the signature would not be worthless but, it will lower the value significantly. It might also depend on the degree of re-tracing. I have seen an auction recently where the signature on a Baseball was traced over. I can't recall the details but, do remember that the ball sold well below the market value.
One positive is, PSA/DNA will still authenticate the signature, and if it passes, you can get some value for it. I'm sure you will find collectors that will pay for the re-traced signature but, at a discount. It would still most likely sell below the value of a faded or weak signature. It comes down to how many potential buyers you find in the market looking to purchase a Babe Ruth signature that they could not normally afford.
The signature cannot be graded as stated on PSA/DNA website: "PSA will not grade any autograph that has been deemed retraced by a party other than the original signer at the time of the original signing.....While the autograph can be authenticated by PSA/DNA, the intentional alteration of the baseball precludes it from receiving a numerical grade."
Bottom line. To the serious collector that has cash for a Babe Ruth autograph, the signature is worthless. For the Bargain Hunter it is a great find, and a chance to own a Babe Ruth signature at a small percentage of the full market value.

A baseball with light or faded signatures will be worth more than one that has been traced. The signatures could be worthless. This also holds true for cleaning an autographed baseball. Sharpie is not used for signing baseballs because of the porous properties of the baseball will absorb the ink and it will tend to bleed. The same thing will happen if you try to clean it. The stain might lighten, but will spread to a larger area of the ball. What ever you use to remove the stain will have no problem removing the signatures as well.
