Jim Balsillie has never been an NHL owner. He was approved to be an owner for both the Pittsburgh Penguins and the Nashville Predators. The NHL does a check on a prospective owner to approve their suitability to be an owner in the league and he passed that check in 2006.

In the Pittsburgh case, Balsillie declined to complete the purchase of the Penguins when it was revealed that in the sale conditions the club could not be relocated. In the Nashville case, the NHL vetoed him as an owner after Balsillie set up a season-ticket drive in Hamilton, Ontario prior to the ownership transaction having been completed. The NHL did not want to approve an owner committed to relocating the franchise.
