After around the age of 17 breasts don not grow anymore. Breast size does not increase nor decrease with age, just as penis size doesn't.
During the lifetime of a woman, breasts tend to change in shape. It has to do with hormones, pregnancy, stress, etc. but not with age.
In Europe, small breasts are much more popular than in the U.S. The U.S. is influenced too much by marketing, porn and celebrities.
