It just depends on your genetics. Everyone is different so there isn't really any set normal. I was a C-cup when I was 11. I wore a 30F when I was 17. am now 18 and wear a 28FF. As long as you don't have back or nerve problems, I wouldn't worry about it. Just be thankful you are all natural since some girls lack such well-endowed breasts. Make sure of your size before you buy online. Most girls don't wear the right size bra. I thought I was a 30F but I'm actually a 28FF.
Also, you may notice that you don't look as big as some girls who are only DD. That's because of two things. Firstly, they may not be wearing the right size or know their accurate size. Secondly, a bra size is a comparison between your rib cage and your cup. Thus, a 36DD would look bigger than a 30F because they are bigger around their rib cage which makes them look bigger altogether.
Be thankful for your size, it's not all that common. :)

∙ 14y agoits close to normal ...i personaly think its perfectly normal because there are women who never grew in bust size normally and atleast you have a size normal for your age...dont worry thairs 17 year old girls with 36c bra sizes and up so dont worry =)
