The competition comittee will then go by who had the better last 6, then if still tied, who had the better last 3 the last 2 and even last 1 until the tie is broken. There will not be a tie after this process but if there is there will be another way of breaking the tie which will be decided by the comittee.

yes the golf score depends on the number of swings you take at the golf ball. A practice swing doesn't count. I would say a putt is somewhat considered a swing.

The players, the person who is marking your card keeps your score, but you must keep it also so you can correctly sign your card at the end of the round. Signing for an incorrect lower score results in disqualification, signing for an incorrect higher score means you have to accept that score. It should be noted, the players are only responsible for keeping the scores for each hole, not adding up at the end.
