It depends on what timing method is being used. All hand timing, that is where a stopwatch is being started and stopped by a human is inacurate, and that varies by the person using it. In that case a 4.4 second 40 yard dash may show up as a 4.25 seconds. An athlete's time in the 40 yard dash will nearly always be slower than what a hand time shows. If a football player runs a 4.25 for his coach, he will probably run much closer to a 4.4 at the NFL combine where everything is done by machine. It starts on first movement and stopes exactly as the finish line is crossed.
