An underarm throw in softball is basically a pitch. If you watch a fast pitch softball team, you will see that the pitcher pitches underhand.
it depends on how fast you throw it and if you can throw strikes i would say from 4'11 or above but you dont have to be tall to be a good pitcher it just helps

well it depends how hard you throw it. pros usually throw it about 60 mph. non pros uaually throw it around 40 mph. (with alot a practice and experience)

Most of them throw a fastball at around 65 mph. There have been a few exceptional pitchers that could reach 71 or 72 mph. Jenny Finch among them.
It depends on what throw you are doing. For example, usually doing a throw like Ippon Sionage or osoto is pretty fast. Most throws, if done correctly take less than a second to complete, but it can take up to 20 or so seconds to set up.
