It depends how hard the batter swings and where they hit the ball on the bat. If they hit it too close or far from their hands it wont go as fast as being hit right on the heart of the barrel

Little league ball is hit and bounces back toward batter it hits batters helmet and goes out of bounds Is the batter out?

If the baseball hit the ground in foul territory, the ball is a foul ball. If the baseball hit the ground in fair territory, and the batter/runner is still in the batter's box when the baseball hits him, it is a foul ball. If the baseball hit the ground in fair territory and the batter/runner is out of the batter's box when the baseball hits him, the batter/runner is out and the ball is dead.

A baseball is hit straight up at an initial velocity of 150 meters per second. What will be the baseball's speed when it hits the ground?

In a vacuum it would fall back to the same height at the same speed, 150m/s. It would then gain another minuscule fraction of speed as it fell from bat-height down to the ground. In the real world, a falling baseball will reach a maximum speed of around 42 meters per second because the air resistance slows it down. This is called Terminal Velocity.

Why are there signs that say no peppering at baseball fields?

Pepper was a warm-up game or an exercise played before a game to improve hand and eye coordination. A small group of fielders would toss a ball to a batter at close range and the batter would hit It back. The player that fielded the ball would quickly toss it back to be hit again. It was usually done around the side lines, and backstop area. Because of the potential rick of injury to a fan or other players it was banned from the ball fields.

Where in the Little League rule book does it state that if a batter picks up a ball then throws it back to the pitcher that runners cannot steal?
