Concidering nascar has 3 major national sieries and each of these race once per week for an average of 850 miles (if all three sieries are racing) and there are a maximum of 122 competitors (again all three sieries racing), even if you shut down everything to do with nascar it would not even make the tiniest dent in the fuel supply when you take in to account that there are 250,000,000 people in the United States and Canada that are using fuel.
