I was wondering how is a jockstrap supposed to be like are we supposed to put both our balls and penis in there or just our penis?

The purpose of a jockstrap is to keep your testicles (balls) from being injured during lots of intense up-and-down motion during athletic activities, e.g. running. You can add a cup to a jock in order to protect your testicles from injury from balls, e.g. when playing Baseball. So the purpose of the jockstrap is really to protect your testicles--so your testicles MUST be in the pouch for it to do any good. Your penis thus has to be in the pouch, too, but that's incidental since it is not liable to get injured.
