For exactly the same reason that the surface of the earth is never completely lit. Take a tennis ball, a golf ball, a basketball, a soccer ball, and a flashlight into a dark room. Close the shades and turn off the lights. Then let us know if you can find a way to light up more than 50% at one time of any ball, using the flashlight and no mirrors.
