During comunist regime in Soviet Union and Russia goverment was orginised by folow, on the top of state was Secetrary of Comunit Party that was Lenin, and later Stalin, only Lenin first was political leadre Stalin was military leader...Any way for Communist was important Propaganda, as much as it is for USA and any powerful country...So comunist had comisionars and political delageats, that were in charge of spreading Communistic ideology...Now fro goverment it self it was orginised in similar way as US congres and sente, just Russian senators and congresmen were called as I said delegats, they all were in one party Comunistic party...Now important mechanism of goverment was KGB or secert police, that was in charge of safety of regime, it is much simmilar as FBA and CIA, they do same stuff eliminate enemy to the state, arest those who opres to regime...
