When sports players get a jersey number that was used by a previous player on that team, there is some expectation that they will prove themselves worthy of wearing that number, by playing at the level of the previous wearer. When a sports team retires such a number, it is is a statement that no player will ever again be worthy of wearing it. If any player deserves that honor, it would be Babe Ruth.
You can't really be inducted twice as a player. To answer the spirit of your question though - would a player, say, Ted Williams, be inducted twice is he followed his Hall-of-Fame worthy career by an equally Hallworthy career as a manager? The answer is, no.

The word worthy is an adjective. In the English languague, only verbs have a past tense. Adjectives don't. So whether you are saying I am worthy, or I was worthy, or I am going to be worthy, or I should have been worthy, the word worthy does not change.
