There lists are then put into percentages of how many people they monitor and then it is assumed that if 30% of the people they are monitoring are watching something then so is everyone else. It is not a big percentage of people that are monitored. If you were asked to be monitored the company that is monitoring you would also pay you to have that device in your home.
