Stud lugs are the threaded bolts used to connect the wheels to the drum and pilot lugs are short non-threaded bolts used to position the wheel properly for connection of the wheel.
At 5 lugs per wheel x 4 wheels = a total of 20.
My thought is that 8 lugs indicate that you have 3/4 ton or possibly 1 ton wheels and axles while 5 lugs indicates that the wheels and axles are 1/2 ton variety.

As I recall, there are only four lugs. Stuck wheels are common as corrosion tends to develop near the middle. Try removing the lugs, then striking the wheel rim sharply with a 3lbs. or larger hammer.
