Where Evolution may or may not count.Not much difference in time since the two States share a common border. Human reaction time out of the blocks is faster then a horse, so with everyone starting at the same point on the border, and at rest the approximate travel times to move across the border is something about like this after firing the starting pistol:

• 0.10 seconds for a man, hopefully a trained athlete, on foot,with acute hearing and average response.
• 0.30 seconds for a trained Jockey, mounted on the equivelant of Man of War,
• 0.50 seconds for a top fuel dragster or a NYC Taxi.
• 59.5 seconds for a steam locomotive with a full head of steam and the same for a Mag Train or a Bullet Train to get the driver across.
• About the same for the Navy's best Fighter Pilot from a catapault shot under full power who is waiting for the flag.
• And forget about an astronaut lined up in a rocket, with Launch Control saying Ten, Nine, Eight, Seven...

Technology and evolution has come a long way, its not there yet. A Hummingbird could make the same trip in about 0.015 seconds.
