New sports are introduced by a vote of the International Olympic Committee's (IOC) members. However, the IOC cannot vote on just any sport; the eligible events are narrowed to a list of "recognized sports." In order to become "recognized," two things must happen to a sport:
- An "International Federation" (IF) dedicated to the sport must be formed; this federation will apply the Olympic Charter to the sport (e.g., enforce the Olympic anti-drug laws) and represent the sport before the IOC.
- The IF must convince the IOC that the sport is popular internationally and is a game of skill with a mechanism for ranking players (there has to be a way to determine who is first, who is second, who is third, and so on).
