Bare skin is slicker than hairy skin, so shaving arms and legs will reduce air drag by a tiny amount for a cyclist.

Shaving one's legs does not actually reduce the aerodynamic resistance on one's body. It is, however, advantageous in the treatment of cuts and scrapes ("road rash"), reducing the amount of dirt stuck to one's legs, as well as keeping one's legs cooler then if they were hair covered. Mountain bikers may shave for said benefits as well as greatly reducing the chance of attracting ticks.

Regardless of quantifiable benefits, leg shaving has been shown to produce significant placebo effects, that is, a cyclist with shaved legs tends to perform better simply because he believes he has a significant advantage.
