If you have done all of the above, next pull the carb off and clean it. Pull both the main and idle jets out of carb and clean them. Make sure you can blow through them before reinstalling into the carb.
Gas is not getting into the carburetor because no Saturn made ever had one.
Make sure fuel is getting too the carburetor. The carburetor might not be getting fuel or it could possibly be getting too much fuel. Adjusts the carburetor.
Because your carburetor is not getting fuel to the engine - could be a plug in the fuel line or it could be dirt in the screen in the pick up tube in the carburetor. I would suggest you clean the carbutator.

The key word you used is "to". Does that mean that you've taken the gas line off and gas is not getting to the carburetor? Or that gas is not getting in the carburetor? If it is not getting to the carb then there is a blockage in the gas tank, gas line or gas filter. If it is getting to the carb and just not getting inside then it is probably a stuck float valve. Sometimes just a little tapping on the side of the bowl will free it up enough to work. If not, you will have to remove the carb and free up the stuck parts.

If your boat engine is not starting, the problem is either in your spark plug or your gas line. Try changing the spark plug as well as draining the gas line and adding new fuel. Old fuel in the line can also corrode your carburetor. Try replacing the fuel filter as well.
If water or oil is getting into a couple of cylinders, the plugs can be fouled and not sparking which can keep it from starting.
