All silencers are simply baffled tubes placed on the end of the firearm. A Nerf gun doesn't have much sound coming out of the end. I would think that the action of the Nerf gun makes more noise than the firing of the projectile. In that case, the silencer wouldn't help you anyways.

There is no way to make a silencer for a Nerf blaster, however if you were to open the blaster and add padding to the plunger tube, it would decrease the noise by a bit. Adding foam into the dead spaces of the internals also limits noise within the blaster.
