You aren't going to want to hear this but it it most likely a fungal infection (most common type is tinea corporis). This occurs just because it is a moist dark place, not a reflection of hygiene. To get rid of the dark spot there are many methods but perhaps the easiest and most cost effective is an over the counter anti-fungal cream, be warned this may take a few weeks to get rid of so just stick with it. To prevent it from reoccurring be sure to keep the area very dry, putting at thing layer of cornstarch or baby powder on the area will work wonders to keep you dry.
