Depends how deep the hole is. If you can safely climb into the hole, then you lift it out. Or you can pull it out by tying a rope around it. You shouldn't try to do this alone.
Regular air is perfectly acceptable. To fill it, get a bike pump with a small needle that will fit the small black hole on your basketball and pump air through the tube on the system, through the needle and into the basketball until it is inflated as much as you like. You can buy a bike pump/air pump at almost anywhere including walmart or walgreens.

The problem is with the desciption "Bike Pump hole" These are designed to take many diferent fittings. I would be tempted to use a drill and a 1/8 NPT to make it all fit.
My bike & many others have made the Mod known as "Hole Saw". It is simple. you put a dowel or something in the pipe for the mandrel's centering bit in a hole saw to drill into. Then saw the hole & remove aft baffels. The forward baffle (still there), makes the bike quieter than anti social straight pipes, but now it will sound like a cruiser. Mark

With the bike on its centerstand, the gearbox oil level should be just at the bottom of the hole for the fill plug.
