Well, its hard to gain weight on your arms specifically, however, you can add mass to them by building the arm muscle (with pushups, etc.)
Lift medium weights and stretch your arms daily.
excercise more on the areas that need it, if arms need more muscle try doing weights
Actually, I think yes. Because my friend had a muscle in her arms WITHOUT exercise. Amazing eh? Our conclusion: the reason she had a muscle in her arms is by combing her hair. Weird? Yes. But it's true! She combs her hair for a few minutes. Combing your hair uses your arms right? Then probably after a few months or weeks, you'll have a muscle in your arms. Haha. Why won't you try it? It may work. :)
First give your muscles a cold, then they'll just ask for the tissues, then you wont have to work so hard.

Well....the first thing you have to do is lose weigh...enough to where you can feel beautiful about yourself. Then once you have loss your ideal weight start working out at the gym. There you go in a matter of time you will have nice arms.
