Rulings differ from country to country but supercross is a sport that needs either qualifications and/or a license. Some countries the rider must be at least an A class rider in motocross and then attend a course to prove they are capable of supercross and if they can do so they have their National license endorsed for Supercross. In other countries the rider must rack up points to enable them to turn pro rider winning many major events along the way and once they have this they can then race supercross. So the easiest way to get the right information is to contact the governing body of motorsport in your own country or go onto their web site and look at their rule book
