After the carb has been adjusted to proper specs and is running ok you can adjust the governor by bending the wires to either up the rpm or to lower it.
Also a better way without ruining the wires is to adjust the small screw that holds the governor piece in place. You can loosen that screw and push or pull on the governor to adjust the rpm. Usually pushing the governor will increase the rpm. You can always readjust, so you don't have to ruin the metal pieces connecting the carb and the governor

How to remove and line up a flyway on G1 golf cart
I wouldn't take off the governor, but you can loosen it. It sits on the rear end of the drivers side, and it's simply a bolt and nut that the looser you make the nut, the more speed you'll get from your cart.
Take out the governor
Both
adjust the linkage on the cable and open up the governer
you should look at buggiesgonewild.com!!! if its gas its towards the back of the cart, and pivits!!The linkage from the accelerator pedal goes to the governor on top of the transaxle. Another linkage then goes to the carburetor.
