You just have to keep lifting weights at the gym. My favourite exercises are Bicep Curls, Cable Close Grip Curl, Cable standing Bicep curl and a Dubbell One Arm Row. If you want to gain the inch fast, I recommend doing an intense workout with minimal breaks between sets. Only after a set should you rest and maybe doing Bicep days twice a week so that you leave time for you muscles to heal before using them again.

Depends on the frame of the 5'9 person, of normal build an average adult male at 5'9 should have at least 13 inch biceps.
The ideal and normal size biceps for a female is around 12-14 inches. Some bodybuilders have up to 20 inch biceps. These are the true muscle women, bigger than many males.

The Biceps contract when the triceps relax and the biceps relax when the triceps contact!! The humerus are a bone therefore it just makes the arm supported... (if you want to add anything to this just do it!!!)
