Mold and mildew are hard to get rid of and they have probably invaded your bag. Some suggestions:
Wash it! Bleach is a standard item that is good to kill off mold and mildew, however, it does have a tendency to weaken threads, and of course discolor the item.
Get it out from under the tree and into the sun. Sun light helps dry things out and kills some molds and mildews.
If the bag is sand filled, you may have to remove all the sand, scrub/wash the casings and replace with new sand.
Some words that rhyme with "problem" and have to do with sewage are "globin" (a protein in sewage) and "bottom" (referring to the bottom of a sewage tank).
