Politically, Stalin believed that the Russian people were superior to the other races (Muslims, Ukrainians, Letts, Asians, etc.) within Russia and sought to exclude them from participation in government. Lenin believed in inclusion of all people within Russia in the spirit of creating a classless society that Marxian communism contemplated.
Economically, Stalin sought to improve Russia's industrial and agricultural capacity by his Five-Year Plans. These brought all aspects of the economy under greater control of the central government. Lenin sought to revive the entire economy as a whole by his New Economic Policy. This re-introduced aspects of a capitalist economy in small industries and agriculture. Stalin adamantly opposed this strategy.
