There is no information on tickets as of yet. Ticket and event information will be made available closer to the match date on both the FAI and Thomond Park websites. The links to these are below. You can try e-mailing the FAI ticket. Their address is on their website.
The best way is probably by bus. You may need to make at least two journeys. From Galway you could go to Limerick for example and then on towards Dingle. See the related link below for the main bus company, from where you can look at your options. You need to make changes in Limerick and Tralee, but you can ask the driver on the first bus for a through ticket to Dingle which will be cheaper than buying 3 separate tickets.
yes they are
Rugby tickets can be purchased in Ireland from Ticketmaster or from the Daily Telegraph website. The website RugbyWorld also has information about where they can be purchased locally.
Tickets for finals are not sold to the general public in the way other tickets are. They are distributed through the GAA clubs in Ireland and abroad and through other groupings such as team sponsors, officials and many other categories. You would need to be a member of a club to have a chance or have contacts who can get them. Tickets for All-Ireland finals are always very difficult to get. The amount of people that want tickets far exceeds the amount of tickets available.
A terrace ticket will be €35. A stand ticket will be €70. Premium level and corporate level tickets will be higher. For All-Ireland Finals tickets are not sold to the general public in the way they are for all other matches. Tickets are distributed through the county boards and clubs, so they are always very difficult to get, even for people who have contacts in the GAA.
