You can address a letter to the manager of the hotel and say that you wish to express your dissatisfaction with the service that you received in the hotel. Then give the details of your complaint. If you so desire you can demand to be given a letter of apology or a free and suitably hot coffee on your next visit to the hotel. But you know, if you are served cold coffee you can easily ask the waiter to take it back and to bring you a hotter cup. It is simpler to deal with the problem when it comes up, rather than complaining about it later. Of course, if you did make such a request at the time, and the waiter refused, then you would have an even more serious complaint (and you should ideally refer to the waiter by name so that the manager will know who is responsible).
