It is a very subjective question, but I would have thought there are probably 3 main contenders:
- Peter Schmeichel (Denmark)
- Lev Yashin (USSR)
- Dino Zoff (Italy)
English fans might argue for Gordon Banks, but he was probably not quite in the same class. Of those three, only Zoff won a world cup (aged 40) and only Schmeichel won a European Cup (with Manchester United). Lev Yashin is the only goalkeeper ever to have been named European footballer of the year. Although Yashin was statistically less successful than some later goalkeepers, it must be remembered that a lot more goals tended to be scored when he played (in the 1950s).
There have been more successful goal keepers, but in terms of raw ability, those three may well be the best.
