No it does not. And that represents the charge line btw if you didn't know that. But for some reason college ball doesn't use it, it helps prevent "cheap" defense. Because in college a player can sit under the rim an let the other have a lay up while he falls onto the player under the basket an there will be a charge. As dumb as that sounds its the rule an this is part of the reason college ballers are so timid to go to the rack. I hate college ball an this is part of the reason.
