This is due to lack of interest and money. A smaller state that is not focused on football can not sustain a team. Also all the teams are "owned" so it would take a person with money to start up a team.

because no one will put a team there due to a lack of a fan base. Plus the NFL has to vote on it. I don't think any owner is willing to put a team there due to it falling . And no fan support
