Karate was developed by peasant farmers and fishermen (believed by some to have been really developed by the idle 'rich' such as the King's bodyguards) who had to create a self defense technique that allowed them to protect themselves without using weapons.
Weapons had been prohibited, and only samurais where allowed to have any.
Kobudo is closely related to karate and is taught in many of the same places. They use the traditional weapons, farmer equipment that have evolved over time. Some styles of kobudo do use a short sword in the weapons list.
This depends on the type of karate and where it originated... Some started as a way to train a military. Others started as self-defense in areas where traditional weapons, like swords, were not allowed to be carried by peasants. In these areas, they learned to use farm implements like kama (short handled sickle for cutting wheat) in a self-defensive manner. Sai started as a policeman's defensive weapon against swords.
