The first professional football game took place on November 12, 1892 between the Allegheny Athletic Association and the Pittsburgh Athletic Club. This game is commonly recognized as the first professional game because one of the Allegheny players, William Heffelfinger, was openly paid $500 to particpate. Click on the 'Pro Football's First Game' link on this page to read more about the game and who the first professional players were that followed Heffelfinger.

Some who follow College recruiting scandals would contend that Oklahoma got its first Professional Football Team when the Sooners first took the field. (It may of course only be a rumor.)
The first professional league of American football was formed in 1920.
The English FA wrote the rules for Football in 1863...so probably from that point. The Football Association (FA) legalised professionalism in 1895. Professional players from the working class had been hired to play football since the 1870s, and their presence caused anxiety among middle-class players, who believed that these professional players were only interested to be paid to win. Aston Villa was the first top-tiered football club that openly hired professional players of the time, although most of the professionals were hired by clubs that were located in the industrial North. It occurred to the Old Boys in the FA that most clubs wanted to win in their leagues, and in order to do that, they had to hire professional players. As a result, they passed their legislation in 1895 on condition that clubs had to follow the transfer window rules and the transfer fee system as a means to limit the transferability of the players.
I would say college football came first because I live in New Hampshire and go to a lot of UNH basketball games and they have posters that say they had a football team in the late 1890's. I'm pretty sure there wasn't a NFL in the 1890's.
William Pudge had the first professional football contract in 1892. The American Professional Football Association was formed in 1920.
