There is no evidence that tattoos affect the growth of breasts.

However you should ideally avoid getting breast tattoos if you are pregnant or breast-feeding. There is always a risk of infection or allergic reaction with tattoos that may affect your child when s/he comes into contact with your breasts.

You should also be aware that pregnancy usually leads to temporary breast enlargement, which forms stretch marks that may change the appearance of the tattoo.

In short - no, tattoos are not known to affect the growth of breasts. But due to health reasons you shouldn't get one if you're pregnant and/or breastfeeding.
