The ones in East Asia do, but in the west, whether its North America or Europe, most generally don't. There are inter-collegiate competitions at the intra-mural level, but, Martial Arts practiced within a college environment tend to be categorized as "intra mural sports." Obviously the competition level in east Asia is much higher; in China for example, you don't need to win the Chinese Games, to earn respect in martial arts. If you can win for Beijing University, or whatever University you are competing for, that will earn you respect because its extremely difficult.
The Chinese Games or "Chinese Olympics" are held only once every 4 years, at the collegiate level though Kung Fu athletes are constantly competing, and no one stays champion very long. If you can hold on to your title for 3 years in a row, that alone is a feat. Because it is unlikely you will attend an east Asian school, unless you happen to be fluent in Chinese, any martial arts you do in college will likely be intra mural.
