Nobody "wins the Olympics". People win particular events.
I suppose you could say that the country winning most gold medals "won"
the Olympic Games.
You probably mean the summer Olympics, held in Athens in 2004.
The country that won most golds was USA.
USA also had most medals in total.

No, the US did not compete in the 1980 Summer Olympics in Moscow. They boycotted the Games due to the Soviet Union's invasion of Afghanistan in 1979.
China sent 24 athletes to the 1980 Winter Olympics in Lake Placid to compete in figure skating, speed skating, alpine skiing, cross country skiing, and biathlon. They did not win any medals. The 1980 Winter Olympics were the first Winter Olympics that China competed in.
