Not exactly. If his mark would be in your path, he can use any measuring device, (standardly his club length) to make the mark out of your line, and replace it to where it should be before he puts. He has the right to pick up his ball. AlthoughI guess you can always ask!

What is the circle things for on the golf ball?

The dot (or arrow) on a golf ball is typically used when players are teeing off or putting to help aim the ball in the correct direction. A ball is usually placed on a tee so the dot or arrow points in the direction a golfer is aiming. This is to help the golfer know where he/she is aiming when their head is down. Also, on the green, a player may mark their ball in order to pick up the ball to clean it. When placing the ball back on the green, a player can ensure the ball's dot or arrown is pointing at the hole. Again, this is to help the golfer aim when their head is down.

This was originally identified during the British open by a Scotsman playing an Englishman for the title in the 1936 contest. The Scotsman politely told the English bloke, after flinging his putter after missing his stroke, look you what you have done, made a" dummy mark".

Is it a rule that you put a mark on your golf ball?

because when other golfers are putting if they hit your ball its a penalty stroke against the person whos the ball belongs to Also a lot of golfers will mark with a straight lie or dot so they can line up the ball more accurately for tee shots and putting.
