Well there are two parts-
If you arm is away from your body (outstretched, then no, unless you are a goalkeeper.
If you arm is by you side (so if it wasn't there it would hit your chest), then yes, but it's not advised.
run fast and learn how to tackle without your shoulders and elbows. use your body to control the other players. never use your elbows or shoulders.

In soccer, you are not allowed to use your arms (unless you are the goalie) and in some cases, your head as well.
The heaviest will help you be use to playing soccer but for comfort I would recommend size 4 or 3
To make a soccer net, one would use thick netting, industrial glue, zip ties, PVC piping, pipe elbows, and pipe tees. They would construct the net with these materials.
