Until 1st January 2008, non conforming drivers were legal for play at the discression of the tournament/competition organisers. From this date they were made completely illegal.
The January 2008 decision, was a decision by the USGA and Royal and Ancient concerning events they sanction. Basically PGA, European Tour, Nationwide, LPGA and Senior PGA events. Professional events.
Non conforming drivers would not be allowed by certain high level Amateur events such as USGA men, women's, Junior, Senior and Public national events.
Basically very high level events sanctioned by the USGA, PGA, and R&A.
