The only time a team cannot make a line or player change is directly after being charged with icing (clearing the puck 1/2 way or more across the ice, away from your own net, without any other player or goalie touching the puck). Often...it logically does not make sense to change players during a time out. hard to explain. Coaches normally call time out with seconds or minutes left in the game, at these times your best players ae often already on the ice, the time out is so they are abe to rest or catch their breath, aswell maybe device a last minute attack to tie or win the game.
