While I hesitate to unequivocally say "no," I don't know of any high school athletics association that allows this. They don't even allow student athletes who don't reside in the proper school district to participate for that high school, much less students who don't attend that high school.

There is no necessity at all for canceling high school sports. High school athletes and none sports students all benefit from Varsity sports as well a sports played in gymnasiums. Gymnasium sports help build an athlete's body and also, sports at the high school level develops a camaraderie among the student athletes.
I'm not exactly sure the question that you are asking, but I'm going to assume it is why. Sports are a privilege not a right, school should be a top priority especially in high school. Yes you can get to University on a sports scholarship but once you are there, if you have not applied yourself in high school and don't have the knowledge you are going to struggle pretty hard in college or university.
