You would probably have a hard time getting the paint to stick to the stainless steel. It might work with good surface prep (sanding and cleaning) and a good primer.

If you painted the face you might also run afoul of Rule 4.2.b

Foreign material must not be applied to the club face for the purpose of influencing the movement of the ball.

You might get away with it since it's questionable whether paint would influence the movement of the ball, and on the matter of intent. It would depend on whether your rules committee enjoys calling ticky-tack fouls or not.

It all depends which part you want to paint. The best thing to do is leave it, because it requires a lot of time and skill to do a good job of it. The best paint I would suggest would be model paint and then a layer of clear coat where needed.
