If by "history seizures," you mean epilepsy or another related
neurological disorder, there would not be any prohibition to enter
the NHL as an active player. As the TV spot commercial says, " If
you can play...you can play."
Discrimination by race, religion, lifestyle, etc. is prohibited under the
Canadian Charter of Rights, though a team General Manager might
not view an epileptic as a "good risk" candidate for selecting in the
NHL draft.

Many medications and medical treatments can induce seizures or negitively affect those people with a history of seizures.
