I think so... I know that a lot of international players have been drafted. But it is not just a matter of deciding to enter the draft. You have to declare an interest and then apply... at which point it is up to the teams to decide if they want to draft you... a lot of people that apply go un-drafted. long story short... I don't think they have any restrictions for nationality.
